11月8日，全市新任乡镇党政正职培训班开班，市委常委、组织部长王亮出席开班仪式并讲话。
此次培训为期10天，旨在加强乡镇领导班子建设，提高2006年县区换届以来，新任的乡镇党政正职领导干部的政治理论水平和实际工作能力。培训内容主要是党的十七大精神、涉农问题有关政策、张家口市情、领导工作方法和有关法律法规知识。
王亮在讲话中要求，全市新任乡镇党政正职领导干部要认真学习党的十七大精神，把思想和行动统一到党的十七大要求上来；要提高科学发展和构建和谐社会的能力；要加强党性修养，提高拒腐防变和抵御风险的能力。
