全市大中型水库移民后期扶持项目实施培训会召开
为推动大中型水库移民后期扶持项目工作的顺利开展，11月6日，水务局召开全市大中型水库移民后期扶持项目培训会，会议由移民办高红军主任主持。
会上移民办讲解了《大连市大中型水库移民后期扶持项目管理实施细则》，再强调了2006年第三、四季度和2007年项目扶持工作的有关问题，最后程爱民副局长就做好项目扶持工作提出了四点要求：
一要提高认识，高度重视。扶持项目点多面广，涉及众多行业，实施难度大，要集中精力，精心组织。要把这项惠及广大移民群众的民生工程摆在突出位置。
二要加强学习，搞好项目培训。项目扶持工作是一个系统工程，原则性和专业性都很强，要根据本地区实际情况，有针对性地组织各乡（镇、街道办事处）和相关部门开展培训，熟悉有关行业规定和规程，尽快适应项目扶持工作要求。
三要统筹安排，坚持原则。1.在项目选定上，要关注民生，尊重民意。2.在项目规划、设计报批上，要严格履行有关程序。3.在项目实施过程中，要阳光操作，接受监督。4.在项目资金的使用上，要专户管理，封闭运行，不超概算。5.在工程质量上，要保证质量，监督到位。6.在项目实施效果上，要坚持维护稳定，确保工程效益，让移民满意。
四要周密组织，狠抓落实。要严格执行《关于做好大中型水库移民后期扶持项目实施工作的通知》要求，各区市县要编制项目工作进度表，便于市移民办及时掌握项目扶持工作进度。
市移民办，各区（市、县）、各先导区移民工作机构主管局副局长、移民工作机构负责人和项目管理人员参加了会议。
